Course Overview
This 12-month programme is ideal for aspiring leaders in Singapore’s fast-evolving beauty and personal care innovation landscape. Designed for both fresh diploma graduates and mid-career professionals, the programme offers an end-to-end learning experience across the full product development cycle—from consumer insights and concept development to formulation and product evaluation, through to scale-up, packaging design, quality management, and regulatory compliance. Sustainability is a key focus throughout, ensuring learners understand how to create responsible, environmentally conscious products that meet modern consumer expectations.
Through practical, industry-focused learning, you will:
Acquire comprehensive skills and knowledge across consumer insights, marketing, product formulation and evaluation, manufacturing processes, and quality assurance in beauty and personal care sectors.
Design your own learning journey by choosing a pathway—Cosmetic Manufacturing & Quality Assurance, Sustainability, or Artificial Intelligence (AI) & Digital Transformation—to build specialised skills that advance your career in the beauty and personal care sector.
Collaborate with industry mentors to design and develop a product prototype, gaining hands-on experience, real-world insights, and valuable professional exposure.
Course Objectives

Develop expertise in formulating, testing, and refining beauty and personal care products that meet current consumer demands and demonstrate strong commercial potential.
Acquire the capability to manage the full cosmetic product development lifecycle—from formulation and manufacturing to quality assurance and scale-up—for successful market readiness.
Integrate and champion sustainable practices in product innovation and business design to support responsible industry growth.
Leverage AI and digital technologies to enhance product development and optimise processes.
Target Audiences
Both fresh graduates and mature adult learners seeking employment in the cosmetic industry and mid-careerist employees of any sector looking to upgrade or deepen their knowledge and skills in different functional domains of the cosmetic sector.

Graded assignment or project work.
Course Structure
You will be awarded the Specialist Diploma in Beauty and Personal Care Products upon successful completion of two Post-Diploma Certificates (PDCs).
All students will first complete PDC 1: Post-Diploma Certificate in Beauty and Personal Care Product Design.
For PDC 2, you may choose one of the following certificates:
• Post-Diploma Certificate in Cosmetic Manufacturing and Quality Assurance
• Post-Diploma Certificate in Sustainability
• Post-Diploma Certificate in Artificial Intelligence and Digital Transformation
The Specialist Diploma in Beauty and Personal Care Products will be issued upon meeting 50% of attendance requirement and passing all coursework and assessment.

Marketing | This module introduces learners to foundational marketing principles with a focus on the cosmetics industry. Learners will explore consumer behaviour, market segmentation, branding, pricing, and promotion strategies. Emphasis is placed on understanding customer needs to drive successful product launches. The module also examines the strategic use of eCommerce platforms, omnichannel retailing, and digital marketing tactics. |
Consumer Insights | This module equips learners with the knowledge and skills to uncover and interpret consumer insights with a focus on the cosmetics industry. Learners will explore both quantitative and qualitative research methods, including surveys, interviews, focus groups, and observations. Emphasis is placed on using data to understand consumer behaviours, motivations, and preferences. Learners will apply statistical tools and conduct in-depth analyses of consumer decisions. |
Personal Care Formulation and Evaluation Project | This module introduces learners to the science and techniques of personal care product formulation. Emphasis is placed on selecting compatible ingredients with sustainability in mind, as well as designing formulations that meet industry standards. Learners will study key ingredient categories—such as thickeners, surfactants, and emulsifiers—and apply chemistry principles to develop beauty and personal care products. The module also covers evaluation methods to ensure product efficacy, including in vitro and in vivo testing. Through project-based learning approach, learners will formulate, assess, and refine personal care products with a sustainability mindset. |

Cosmetic Manufacturing and Packaging | This module provides comprehensive insights into the manufacturing and packaging processes involved in the cosmetic industry. Learners will learn how to conduct Design of Experiment (DoE) to optimize production processes as formulations are scaled up from laboratory to pilot and full industrial production. Additionally, the module explores the importance of packaging design, packaging compatibility with cosmetic formulations, covering current trends in packaging including sustainable packaging and labelling requirements for regulatory compliance. A significant focus will be on understanding and applying the ISO 22716 standard, including Good Manufacturing Practices (GMP) principles for production, control, storage, and shipment of cosmetic products, ensuring product safety and quality throughout the manufacturing process. |
Quality and Regulation in Cosmetics | This module equips learners with the skills and knowledge needed to ensure the quality and regulatory compliance of cosmetic products in global markets. Learners will perform and interpret various quality control tests for raw materials and finished products, including physical, chemical, and microbiological assessments. Learners will also explore the collection of evidence to support product claims, ensuring compliance with labelling requirements and creating compliant marketing materials for different markets. |
Cosmetic Prototyping Project | This module equips learners with the skills to analyse consumer needs, define targeted cosmetic use cases, and generate creative ideas for brand positioning and product formulation. Learners will apply scientific principles, practise structured problem-solving and maintain rigorous documentation as they develop and evaluate product prototypes. The module culminates in a Capstone Cosmetic Prototyping Project, where learners advance the prototypes created in Post Diploma Certificate 1 through stability testing, formulation refinement, and packaging design—ensuring the final concepts are commercially viable and industry-ready. |

Decarbonisation, Circular Economy and Resource Management | The Decarbonisation, Circular Economy and Resource Management module will equip learners with the techniques to measure both direct and indirect carbon emission, which covers scopes 1, 2 and 3, to determine an organisation’s greenhouse gas footprint for setting decarbonisation targets and reporting. Learners will be guided to implement resource management plans including circular waste management and energy efficiency solutions to achieve carbon neutral or net-zero goals. |
Climate and Sustainability Reporting | The Climate and Sustainability module covers the foundational understanding of sustainability reporting standards and frameworks in Singapore, with an in-depth focus on the International Sustainability Standards Board (ISSB), which builds on the Task Force on Climate-Related Financial Disclosure (TCFD) and Global Reporting Initiative (GRI) Standards. Learners will explore climate risks and opportunities to ensure a strong connection between sustainability and financial performance. With the acquired knowledge, learners will be equipped to lead the development of their organisation’s sustainability reporting, and accounting policies and processes in line with regulatory requirements and international best practices. |
Low-Carbon Transformation Capstone Project | In the low-carbon transformation capstone project module, learners will be guided through a project-based approach in planning, developing and implementing a sustainability strategy for an organisation’s low-carbon transition. Best practices in sustainability and net-zero transformation will also be discussed. Learners will apply low-carbon strategies such as tracking energy and resource consumption to identify opportunities for improving energy and resource efficiency. |

Students will explore how GenAI assists in business analysis, generates meaningful insights, and enhances strategic decision-making within organizations. Through hands-on practice, they will develop expertise in data storytelling, dashboard design, and visualization techniques, learning to transform complex data into clear, actionable insights. By the end of this course, students will be able to apply AI-driven analytics to solve real-world challenges, preparing them for success in the data-driven future. |
Generative AI for Business Productivity | This module equips learners with practical skills to leverage Generative AI for enhancing business productivity and innovation. Learners will explore foundational AI concepts, master prompt engineering techniques, and develop code-free applications using Large Language Models (LLMs). The course emphasizes hands-on learning, enabling learners to create AI-driven solutions that automate tasks, improve decision-making, and transform workflows. By the end of the module, learners will have the tools to integrate AI effectively into business processes, driving efficiency and success. |
Enhancing Business Processes with Automation | Business workflow automation is a critical tool for improving efficiency and productivity in day-to-day operations. By automating repetitive business processes, organizations can achieve higher accuracy and significant productivity gains. This module introduces learners to various automation tools and techniques that streamline data collection, enhance process management, and optimize workflow automation. During the training, learners will set up forms, collect data, and connect workflows using a range of digital automation solutions. Learners will also undertake a project to develop automation solutions that address real-world business challenges and reinforce their understanding of automation in action. |
Entry requirements
Applicants should possess a local polytechnic Diploma, ITE Technical Diploma / Technical Engineer Diploma / Work-Study Technical Diploma or a Degree in any discipline.
Applicants who do not meet the entry requirements may be considered for admission to the course based on evidence of at least five years of relevant working experience or supporting evidence of competency readiness. Suitable applicants who are shortlisted will have to go through an interview and/or an entrance test. The polytechnic reserves the right to shortlist and admit applicants.
Conditional Offer
Graduating students (in their final semester) from a local polytechnic or Institute of Technical Education (ITE) may apply for the programme.
