Post Secondary Education Scheme (PSEA)
This scheme lets you use your Post-Secondary Education Account (PSEA) funds to pay for tuition and other school fees.
On this page
If you’re a Singaporean or have a Singaporean sibling with a PSEA, you may be eligible to apply. PSEA isn’t a bank account. It’s set up and managed by the Ministry of Education (MOE) and is automatically opened for all eligible Singaporeans
How to apply
1) For approved fees and charges
To use your PSEA to pay for your tuition or other approved fees, you’ll need to set up a Standing Order (SO) with MOE.
Establish a Standing Order (SO) with MOE
The SO is a one-time application. Once submitted, your PSEA funds will automatically be used to pay for all your tuition and other fees (e.g. Supplementary fee, Student Overseas Travel [SOT] fees, etc.) throughout your course of study, regardless of which approved institution you attend—unless you terminate the SO.
If you've already submitted an SO during your time in ITE, it will be automatically transferred to RP and will be used for your tuition and supplementary fees here.
Planning to use your PSEA fund balance for your school overseas trip? Submit your SO only 6 weeks before the SOT period, so your balance remains untouched for now.
You’ll need to terminate your Standing Order (SO) instruction once your overseas trip payment has been successfully deducted. If not, the SO will continue to be used to deduct all fees (except fines), including your school fees.
Application
The Online application is mandatory for students using their own or their sibling’s PSEA.
If you're 21 or older: Submit the application online using your Singpass.
If you're below 21, your parent or legal guardian must submit the application on your behalf using their Singpass.
Termination of Standing Order (SO) for PSEA
You can terminate your SO anytime by submitting the PSEA Standing Order Termination Form online.
This can be submitted by:
the Student (Account Holder) aged 21 and above; or
the Parent or legal guardian, if the Student (Account Holder) is below 21 years old.
Continuing Education and Training (CET) Students
If you're a CET student planning to use your PSEA funds, MOE requires all PSEA withdrawal applications for CET-approved courses to include a unique SSG / SGE course code that’s been officially assigned to your course.
This code follows the format: TGS-XXXXXXXXXX.
(where XXXXXXXXXX is a 10-digit number).
You can find your assigned course code by:
Visiting the SkillsFuture Singapore (SSG)’s Training Exchange website; or
Checking your email sent by RP Academy for Continuing Education (ACE) or Office of the Registrar (ORG). It will contain the unique SSG/SGE course code linked to your approved course.
2) PSEA Loans and Approved Financing Schemes
You can use your PSEA funds to repay outstanding principal and interest on government education loans—such as the Tuition Fee Loan, Study Loan, or Overseas Student Programme Loan—as well as approved schemes like the CPF Education Scheme, taken during your course of study.
To make a repayment using your PSEA, submit your application online via the MOE website.
Note: If you’ve applied for both the PSEA Standing Order and the CPF Education Scheme, your fees will be deducted from your PSEA funds first. CPF deductions will only begin after your PSEA has been fully used.
